For popcorn ceilings specifically, we usually don't recommend scraping it off. Scraping kicks up a lot of dust, and it almost always exposes uneven surfaces and hidden cracks that were hiding under the texture. Instead we laminate directly over it with 1/4- or 1/2-inch sheetrock screwed straight to the beams: a brand-new flat ceiling with no dust and no surprises underneath.
The same logic applies to old plaster: rather than skim coating over cracks that will likely telegraph back through in a year, laminating with sheetrock gives you a genuinely flat, modern surface.

Questions About Skim Coating
Can you skim coat a popcorn ceiling without removing it first?
Yes, and it's usually the better option. We laminate 1/4" or 1/2" sheetrock directly over the popcorn texture, screwed to the beams. No scraping, no dust, no hidden cracks showing up afterward.
Can you skim coat over old plaster walls with cracks?
Not as a permanent fix on its own. Cracks in old plaster tend to telegraph back through a skim coat within a year. For cracked plaster we usually recommend laminating with sheetrock instead, which gives a genuinely flat surface that stays flat.
What's the difference between a skim coat and a full Level 5 finish?
They're the same thing. Level 5 means a thin skim coat over the entire wall or ceiling, not just the taped joints, so the surface is uniformly smooth under any light or paint sheen.
